Comprehensive security is a collaborative model of Finnish preparedness, where the vital functions of society are taken care of through the cooperation of authorities, businesses, organisations and citizens.
The work on comprehensive security in Eastern Finland is taking a major step forward as the construction of the Centre of Excellence for Comprehensive Security begins in early October under a separate development project in cooperation between Savonia University of Applied Sciences and the City of Kuopio.
The Centre of Excellence for Comprehensive Security is an expert body that will gather information, bring together actors, research, develop and train, and assist various parties in actions and decision-making in the field of comprehensive security at a national level.
Security for residents, vitality for businesses
Cities need new solutions to address global security challenges. There is a need to anticipate changes, strengthen the resilience of operations and support the crisis resilience of residents. The measures of the project will help concretise the business opportunities opened up by comprehensive security for innovation ecosystems at a national and international level and develop the ability to anticipate security threats.
The Kuopio region has a broad base of skills, RDI, businesses and development platforms to address challenges in the field of comprehensive security and security of supply and to strengthen regional vitality.
There are several ongoing development projects in the region that are linked to comprehensive security, including climate, water, energy and food security projects, as well as the Comprehensive Security Cluster project of North Savo.
The development of the model for the Centre of Excellence requires close network cooperation in the region, as well as nationally and internationally.

Comprehensive Security Cluster, a project managed by the Regional Council of Pohjois-Savo, and the competence centre, which may be established in the city of Kuopio, support each other and are both based on the concrete measures proposed in the vision for Eastern Finland. The Comprehensive Security Cluster project of the Regional Council of Pohjois-Savo has received earmarked funding from the Ministry of Economic Affairs and Employment of Finland.
